windows wisbar desktop...wisbar 3?!

I was checking out one of DASH'S posts to download MOBILE VISTA theme, but he said you need to have windows wisbar desktop and wisbar 3 too, so can anyone post the link to those so I can download them as well? I tried searching for them but cant find the one with the links on them. Thanks alot
