With Android 16 Developer Preview 2, Google Keep is now a system app, meaning it cannot be uninstalled.
You’ll still be able to disable the app, though, putting it in a dormant state.
The decision to make Google Keep a system app seems to be in preparation for an upcoming lock screen notes feature.

Google Keep, the company’s free note-taking app, has been promoted to a system app on Android 16 Developer Preview 2 (https://www.androidauthority.com/android-16-dp2-3509898/), meaning it cannot be uninstalled by normal means. This move signals that Keep might play a bigger role in Android 16 with more powerful features.
