Prolly by using other peoples wifi signals. Hijacking their signals is still illegal even if the dont password protect it. Its the same as a car kinda, just because someone leaves it running with the doors unlocked doesnt mean you can take it. It makes them retarded, but still doesnt mean you can take it.
