Right after your device boots or after a soft-reset, the first few screens you see portraying either Windows Mobile logos or HTC logos are called Splash screens. These images are stored inside the ROM in .nb formats usually. Not easy to change these unless you follow the instructions or use the tools given below.
Note: Since the splash screens are stored as a part of your ROM, changing these might be slightly risky. You take your own responsibilities.

1. Take the image you want to use and convert it into a 320x240 true color 24-bit .bmp, "portrait" orientating image file named "splash.bmp".
2. Download the HTC Splash Screen changer tool. (credit goes to developers)
3. Follow instructions on creating Splash screens in .nb format in the above link.
4. Once the splash.nb file is created, you need to pack it in a flashable ROM format. You can use HTC Rom Tool for this purpose.
5. When the ROM is ready, make sure your Pocket PC has Hard-SPL installed and proceed to flash.

For information on flashing, read the ROM Flashing Guide.

Some devices (most of them), will have more than one splash screen. Usually a Windows Mobile loading screen which is the Microsoft Splash screen that loads at the end. If you have one more in the middle of these two, it is probably HTC' Splash screen. HTC Splash screen can be an animated Gif image along with a background sound. Microsoft Splash screen is a png image in the name Welcomehead.192.png under Windows folder. Numbers 192 specifies the dpi settings. If you're unaware of dpi, just ignore it. Create a custom image in png format in the same name as above and place it into Windows folder replacing the old one. Sometimes the file is locked and so cannot be changed unless you insert it during the ROM building stage. Anyway, give a try if it works on your device.

Or you can even try these Registry settings to point your desired images:

HTC Animation

“ Quote ”

Go to HKLM/Software/HTC/HTCAnimation
Edit the value StartupWav (by default, it's the BootUpHTC.wav file, located in \Windows) for sound
Edit the value StartupGif (by default, it's the animated.gif file, located in \Windows) for animation

Microsoft Splash Screen
Go to HKLM/Software/Microsoft/Splash Screen
Edit the values CarrierBitmap & MSBitmap. By default, it's \Windows\welcomehaed.192.png file.
