q1): you need the data plan if you plan on using your phone outside the area of the wifi hotspot...if you do not purchase the data plan, your carrier will incurr huge fees on your account for every bit of data used, plus (probably) a minutely rate, as well...

q2):3g is the speed capability of the wireless (cellular) network, in order to use this, you will need to purchase the above mentioned data plan...there are different plans, so it's up to you to decide which plan fits your needs...
