I have a Slingbox, it works anywhere you have an internet connection(or in the phone's case a data connection). So as long as you have a good signal on your phone your good.

You do not need to leave the tv on. It is connected with your Satellite or Cable box (or DVD player or whatever you want) and uses either the S-Video out, or RCA connectors for the output. The actual slingbox comes with IR blasters for the device you want to control. So you just use the remote control within the software. It sends the signal through the IR blasters which are physically positioned in front of the sensors on the device. So you have full control over the device, which includes turning it on.
