you can just flash the newest rom from the htc site and than update to this again...
he can't flash it if he can't start up the phone without locking it up or connect in. and he would require to be able to enter bootloader to reflash. so his only real option would be sd flash

As long as you can put your phone into manual bootloader, youll be good. Your comp may not say its connected through activsync, but as long as it says usb on the bottom of your phones tricolor screen, and not serial(while its plugged in mind you) then your good and ok to flash.
only way to enter bootloader without sd card would be to be able to connect to the computer. but he said he can't connect and his phone freezes on boot so he can't enter bootloader.
about his only real option would be to sd flash or take into sprint.
