okay... lemme try and break this down as simple and quick as possible

1. that wasnt a hard reset you described... that was a power off... do a search its been posted multiple times on how to hard reset the touch pro and diamond

2.To change wallpaer you slide to settings tab in TF3d (not the settings menu) and click the wallpaper option.. follow onscreen instructions from there

3. to apply background to all tabs, u need the background 4 all tab installed on your device... you can find that in taylorWckediden's tweaks, cab, and hacks thread

4. If you installed a theme either manually or in any of the methods described in this tutorial and after uninstall it is common to not have everything removed from manilla files... try uninstalling again using an in depth method like Sktools (which you can also find here at Wckediden) or using the diamond config tool, click the appearances tab, and click restore default... and it will restore you default htc tf3d manilla files
