Yes there is a way to remove it , use Diamond Tweaks there is option there to remove them I have it done on mine!!!
I'd suggest the same thing, or even adv. config tool... but those configurations are for the winmo OS... im not sure they will apply to the Swcked MS scroll bars... he may have to check the MS settings, to see if theres an option to minimize or disable those scrol bars...
