3. your doing nothing wrong with what your saying but i want you to try this.... go to author mode and choose that... than once you do that click and hold once again and see if that screen asks you to exit author mode... if it does than all you would have to do is try to reconnect again if the icons wont drag.... also be sure that you are trying the edges and the center of the icons when dragging and you may need to use a stylus. let me know how this works for you and ill keep thinking of a solution if this doesnt work.
for number 3 I believe he needs to tap and hold, go into author mode and then tap and hold again and unselect the lock icons option to be able to move them
