sounds like you are trying to run an exe file on your device and exe files are for your pc 99.9% of the time..... connect via activesync and than once connected to your pc double click and run and follow the steps on your pc and than when ready it will guide you through the rests of the steps on your deivce.
Nope it isn't an EXE file. The extension says "file" maybe it's just a bad download
