i read the instructions over and over... i dont know what im doin wrong... and i bet unlocking is easy part. maybe if i could get a dummie version of the instructions.... ?? Is it be cause im with a different carrier?

forget about the ruu folder for now... that is for flashing... you wont be using that until u can figure out how to first unlock your phone....
now on to the .37 unlocker, what is the file extension... it should be and exe. file, if not, it may be compressed into a .zip file or .rar file, for that, youll need to extract it, which is why its askin choose a program to open it... u need to use winzip, or better yet wirar, which you can download here off of the site... do a quick search for winrar... use that to extract the file then run exe. file
