yes all custom roms have the tweaks needed... just turn the wifi on your ppc off if on custom rom and than connect via usb and choose internet tethering. or you can use an app like pdanet or wmwifirouter.
and speed your pretty much what you are at.... i do have a thread with a tweak but not sure if it works on the touch pro or diamond since my speeds are great. heres the link
