no, the problem that he is having is tht he isnt using the search feature and wants to be guided....... what he is doing is he thinks that the installs the cab by dragging it over..... than he tried to click it and got that error........ why you ask? the reason for this is because he hasnt ran pocketrar yet to allow it to run ofr the first time and recognoze zip and rar folders... if he goes to the programs than opens pocketrar he will see a box pop up with two check boxes, make sure both are checked and than say ok and close out of the explorer it brings up..... now the files that looked like a windows flag on a white piece of paper look like a stack of purple books and you will be able to open and than run the cab file and install to the main memory and not the storage card sicne it is a vital file needing to be booted first by the phone after soft reset or fresh boot. i would recommend that you read the noob guide since many of this including winrar for your pc as jr said is ll discussed in there... you can find the noob guides in my signature below and if you cant see my signature below go to your control panel and make sure you enable the option to display forum signatures.
EDIT: now that looking at thread title jr was correct too in that this is a touchflo 3d-2 file and unless you flash to a custom rom with that you wont be getting it to work either....... you will need to run touchflo3d since you are still on stock rom.
