I believe he is talking about a balloon that pops up from the top of the screen right below the taskbar that says something like

and the only options in the ballon are settings and hide.
I can't rightly remember where the option is to turn that off myself.
oh i see gotcha,hmm that only happen to me when in modem "MY ISP" it wasn't configure to #777 so i fixed it it went away.
