I have extracted it with winrar and another file comes up and it only gives me the option to open it and then it ask me to choose
interesting... if you etracted it, you should get a folder w/ a exe. program in it... not a file... and then u run it... i suggest you try to redownload and then run again...

out of curiousity... what the file extension of the file you are getting.
