CAn ANYONE answer this quetio real fast about this mobile shell thing

Is this a ROM?? or something like it?? my phone is not unlocked its still stock sprint rom is there any Differene whe i install this?? like when i install theams i turn off the Touch flo thing before intalling. do i do the same for this??
