Well it's a lot that comes into play. Permits, specs of tower builds and all kinda crap. They start where there is 1 either less work to get it going, or 2 where they can cover the most ground in the shortest time. Like Jacksonville for instance... if they started here it would take forever and all they would have is 1 damn city. If they start somewhere that has small but nessacery surrounding cities they can cover more ground at once so it really is a lot of things that come into play
