ok so as long as you are relocking it you have downloaded the correct file... so when you open the zip file in winzip/winrar/7zip you will see an exe called "Raphael_CDMA_Relocker.exe" and drag that to a folder / desktop. run it from wherever you dragged it to with ur phone plugged in and it will relock ur phone
