Hey guys. Are their any programs I can use to make themes for tf3d and vga themes? If so which are the best? Thanks.

Yes there is, but I personally thing it is really hard to do. You can use Manila editor.

yep, manilla themes tend to take 30+ hours to create

yup the reason for that is you have to take the images individually into photoshop (or a photo editing program of your choice) and recreate each individual manila file and there is over 1000 of them.... there isn't an app out that will do it for you by dragging or choosing pictures :< has to be all custom......
