you can use java for the emualtor built into the phone but there are many other languages like PPL, C++, C#, etc.

it would be pretty much any .NET language, you can get the SDK from microsoft for wm6 to work with visualy studio .NET its really C# and C++ based. You could write java apps and use the java emulator to use them on mogul too if you wanted to.
