you need to use the search featrure on the site or gogole for throttle lock... you may want to take a look at the noob guides and the Wckediden tour found below in my signature,

Downloaded Custom SSS rom the latest ver. 0402 and it says its a rar file but when I right click on it it wont give to option to extract it. On my pc instead of a folder or rar file it looks like a sheet of paper. So how do I extract or install this Rom? How do I open the RUU for it to install it on my phone?

you know there are many things that you would like to do for the phone .... you must start for asking yourself what would you like to phone to have or what to improve i.e. battery life that's the first thing for sure .... then tweak it ... removing the delivery confirmation message and stuff like that just to hint you with some

I ran the SSS rom 0119 for months I need a Reliable, Stable, Fast Rom that has tethering and Sprint Nav. is a must. But this still don't answer my question.

Best advice is too go threw an read threads , once you read how to do it try it out. This stuff is all about trail an error. In the end no matter how much we help you. In the end you have to do it. But first then i would do is read how to flash a rom. Then go find a rom you like , 100 times better than stock trust me !!! Have fun
