Upgrading IPL/USPL

Hey guys, i want to flash a cooked rom to my elfin, the chef said that i need an IPL/SPL 3.x.x or above to use that rom, and He gave a link to it.. so i downloaded the file and i dont know how to install it.. so questions:

- I just CID unlocked my phone, after i install the new ipl, do i have to cid unlock again? or this newer ipls allow me to install any rom?

- How do i install the ipl file.. cuz i run the RUU and i dont know where to put the file so the RUU can install it to my phone

to install the unlocker you have to connect to activesync or mobile device center and than run the exe file on your computer and follow the steps it gives you.
